When checking all of the options on the PINGOAT site this is this considered spamming?

Nope… not spamming, unless you do it excessively, such as sending more than one ping for each post,
or sending pings like 10 times in a row over 5 minutes. That’s ping spamming.

Social marker and Pingoat serve two different purposes.
Social marker is a bookmarking tool; ping goat is a blog directory notification service.

Neither are against any laws, by the way, they’re just nuisance activities that search engines and blog/bookmark directories hate.
Can’t blame them.
